Deputy Director, Rolling Stock Engineering

Job Purpose

Reporting to Principal Fellow, Rolling Stock (RS), the Deputy Director, RS Engineering (RSE) will be responsible for providing technical competency, management and leadership to the RS Engineering team, to deliver a safe, reliable and customer-centric Rolling Stock for our commuters. The RS Engineering team is a department under Rolling Stock CoE, in the Rail Maintenance Group in SMRT Trains. RS Engineering is responsible to monitor & ensure the performance, reliability and sustainability of SMRT Rolling Stocks across NSEWL, CCL, STEL and BPLRT. The incumbent will lead and manage the RS Engineering team to oversee reliability and performance of SMRT Rolling Stock.  He will ensure that the Rolling Stock is maintained to perform within the defined reliability targets. He will provide technical expertise, management and leadership to the maintenance teams and prudently manage resources.e requires the ability to develop and maintain strong relationships with Government Agencies, SMRT Trains’ strategic business partners and Contractors. It also requires the ability to lead and influence at all levels within the organisation. 

Responsibilities

  • Responsible for SMRT Rolling Stock’s design adequacy, operations safety and reliability.  
  • Oversee the day-to-day operation of the RS Engineering activities. Ensure the timely delivery and management of daily, short term and long term objectives. Responsible for the RS Engineering Department’s performance and deliverables 
  • Responsible for SMRT Rolling Stock’s Hazard Analysis and Risk Assessment. 
  • Responsible for Rolling Stock major defect Investigations
  • Analyse defect trends to identify reliability concerns.  
  • Recommend methods, modifications or maintenance strategies to remediate Rolling Stock systemic defects
  • Lead RS Engineering Department to work collaboratively with internal and external agencies on improving SMRT Rolling Stock performance.  These parties include, but are not limited to,
    • Land Transport Authority
    • SMRT Lines and Departments
    • External Partners and Contractors
  • Develop engineering capabilities & competency, and implement changes to improve Rolling Stock performance, reliability and efficiency
  • Responsible for the development of all Rolling Stock Engineers and Technicians at SMRT in Engineering and Maintenance competencies.
  • Responsible for the development of all Rolling Stock Engineers and Technicians at SMRT in Leadership and Management competencies.
  • Coach engineers to perform accurate diagnostics and effective corrective maintenance, 
  • Plan, monitor, control and forecast the budget expenditure (CAPEX) for the reliability & performance section of the RSE department
  • Responsible for the safety and welfare of Rolling Stock Engineering Department staff.
  • Carry out any other tasks as and when assigned by PF (RS)

Qualifications & Work Experience

  • Degree in Mechanical or Electrical Engineering, or related fields.
  • 15 years of experience in leading maintenance operations, reliability engineering or systems engineering. Experience in the Rail Industry is an advantage.
  • Preferably have experience of effectively managing a high-performance team of at least 30 engineers and 200 technicians.
  • Strong leadership and interpersonal skills. Comfortable to work hands-on in a maintenance workshops environment alongside Engineers and Technicians. Must also be able to work in different shift timings and weekends, when required.  
  • Adept with diagnostics and reliability engineering methods such as FMECA, Fault Tree analysis, Failure Analysis, Finite Element Analysis, Weibull analysis, etc.  
  • Possess strong project management abilities to initiate and support technology innovative solutions and lead/drive engineering projects.
  • Strong analytical and decision-making abilities.
  • Demonstrated organizational and planning skills.
  • Effective written and oral communication skills in English.
  • Adept at working in a fast-paced environment.
