Executive / Senior Engineer, EPS

 

Job Purpose

 

The Executive / Senior Engineer is responsible to perform Reliability, Trend Analysis of System Level Failures, Maintainability and Safety. The incumbent will provide technical support to all Engineering issues for the Department to deliver a safe, reliable and comfortable journey for our commuters.

 

Responsibilities

 

  • Plan, lead and coordinate multiple studies and cross disciplines/department
  • Perform trend analysis for system-level failures and defects with the Branches
  • Monitor and analyze faults and safety issues across Branches
  • Perform inter-disciplinary / system-level engineering work and investigations that cut across 2 or more Branches
  • Conduct complex and/or joint investigation with Branch Engineers for fault findings and incidents, and recommend the course of action
  • Develop predictive maintenance capabilities for Thomson East Coast line
  • Work together with maintenance Branch Engineers to facilitate condition-based maintenance across Thomson East Coast line
  • Perform strip-down of systems with Branches to find out the root cause of faults and improve maintenance regimes
  • Porting SMRT Trains’ Reliability Centered Maintenance (RCM) Framework, systems and processes over to Thomson East Coast line. Such systems and processes include the Failure Modes, Effects and Criticality Analysis (FMECA) process, Root Cause Analysis and Criticality Risk Matrix
  • Conduct 3 yearly recurring Reliability Centered Maintenance (RCM) analysis in concert with various engineering branches
  • Assist in implementation of an effective RCM
  • Explore new engineering capabilities for system interfaces
  • Partner Branch Engineers to tackle system interface issues and recommend interface solutions to Maintenance Department Heads.
  • Identify critical spares with Branch Engineers and develop a master list
  • Partner Procurement and Supply (P&S) to provide recommendations on stock level of critical spares to Chief Engineer
  • Implement obsolescence mitigation strategies including tracking, last time buys, and longer-term solutions  
  • Liaise with Asset Management Team for administration of proposed engineering partnerships that are cross-disciplinary
  • For engineering work beyond capabilities of Branch Engineers (e.g. forensic investigation), liaise with external engineering agencies (transactional) to perform them
  • Establish Common Engineering Processes, including preparing documents to streamline across Branches
  • Oversee the administration and maintenance of Maintenance Management System (MMS) to achieve good asset information governance
  • Ensure all required asset information and data is recorded accurately during asset registration and status update into MMS as well as the Dataroom for a single source of truth
  • Coordinate, collate and prepare Performance and Maintenance reports across the branches for submission to the authorities
  • Co-ordinate with LTA and internal Departments on LTA-led rail development projects
  • Perform work during night hours and over weekends/public holidays when needed.

Qualifications & Work Experience

 

  • Degree in Engineering discipline.
  • Process at least 2 years of relevant working experience in Railway Operation and Maintenance for Executive Engineer to 5 years for Senior Engineer.
  • Possess the relevant basic knowledge in one of rolling stock, signal, communication, control, power, electrical and mechanical services, permanent way/structure or building facilities/services.
  • Possess basic knowledge in Quality Management, ISO 9000/14000/18000/55000.
