Lead, Learning Management System

 

Job Purpose

The Lead, Learning Management System is responsible to lead a team to conceptualize, implement, maintain and ensure smooth daily operation of SMRT's next generation Learning Management Platform that enables workplace learning. S/he will also leverage on various data sources from the Learning Management Platform to provide timely & accurate learning analytics to support data-driven decision making. 

Responsibilities

The duties and responsibilities of Lead, Learning Management System, are as listed below. Note that the list is not comprehensive and related duties and responsibilities may be assigned from time to time.

  • Work closely with internal teams and technology partners to conceptualize, design and implement next generation Learning Management Platform. A Learning Management Platform may consist of systems such as Learning Management System (LMS), Knowledge Management System, Chatbot, digital licenses, dashboards etc. Propose integrated approach to deliver unified and seamless learning experience for learners and admin users.
  • Drive LMS enhancement project. Track project scope, cost & timeline. Identify, mitigate and escalate potential project risks to ensure timely and quality project delivery. Provide timely updates to management and stakeholders on project progress.
  • Undertake system owner role in approving system access, monitor and respond to system availability issues. Conduct annual user access review and disaster recovery exercise.
  • Develop & execute communication and engagement strategy to build an active Community of Practice of LMS Admin users. Drive qualification and regular re-qualification of LMS Admin users through structured LMS ab-initio and refresher training and assessment. 
  • Drive adoption of LMS functions among end-user, evaluate effectiveness to inculcate ownership in learning. 
  • Ensure smooth operation of the Learning Management Platform. Identify user pain-points and provide timely resolution to improve learner/ user experiences.
  • Leverage on LMS capabilities and collaborate with process owners to drive continuous process improvement. Encourage active stakeholder participation to redesign and streamline learning processes enabled by LMS.
  • Drive and operationalize Learning Technology related projects to deliver new learning solutions and capabilities.
  • Oversee timely and accurate reporting through design & development of dashboards. Drive predictive learning analytics efforts to identify skill gaps and evaluate training effectiveness.
  • Groom and elevate team capabilities, deepen team's knowledge and skill in LMS administration and configuration. 
  • Take on ad-hoc projects and duties as assigned.

Qualifications & Work Experience

  • Degree in related discipline with minimum 8 to 10 years of relevant experience in leading a team.
  • Good understanding of the Singapore Continuing Education & Training (CET) landscape, SkillsFuture initiatives and Skills Frameworks.
  • ACTA/ ACLP/ DACE certified 
  • Proven track record in implementing Learning Management Systems and/or Learning Technology projects for large organizations.

Technical skills include:

  • Good analytical, decision-making and problem-solving skills
  • Strong in project management, information management and creative thinking
  • Ability to work and deliver in a fast-paced environment and within tight timelines
  • Certified in SuccessFactors Learning Management System with deep knowledge in integreated and Enterprise LMS solutions
  • Good understanding of Kaizen, Lean Management & Design Thinking
