Operations Specialist, CCL


Job Purpose

The Ops Specialist (Budget & Documentation), reports to the Senior Manager, CCL Ops Support Branch. 

The Ops Specialist (Budget & Documentation) assists in all administrative, procurement, projects, fixed assets and budget matters.



1.    Provide administrative support, including liaising with internal and external parties
2.    Work collaboratively with the Station Ops teams & Control Ops teams on management of suppliers, supply/demand planning, inventory management and order fulfilment 
3.    Conduct end to end procurement processes from request to supply, including coordinating the preparation of RFQ & Tender
4.    Process purchase requisitions in accordance with procurement policies and procedures.(via SAP & Ariba system)
5.    Maintain office supplies and general inventory
6.    Assist the Senior Manager to plan and monitor the budget for CCL Station and Control Operations, and ensure adherence to approved budget allocation.
7.    Assist the Senior Manager to coordinate and liaise with users on their workplan budgets
8.    Perform monthly reviews of overall budget vs actual spending and determine reasons for the variance for Station Ops and Control Ops
9.    Work closely with various stakeholders in ensuring timeliness and accuracy in their annual budget planning and reporting 
10.    Assist the Department’s Fixed Assets officer to manage all fixed assets related work such as additions, transfer, condemnation and disposal of fixed assets 
11.    Assist the Department’s Fixed Assets officer to conduct annual inspection checks on all fixed assets 
12.    Develop and maintain proper documentation and filing system.
13.    Support the Stations in crowd and incident management as FRT member during emergencies and train service disruptions.
14.    Undertake any other duties assigned by the Head of Department or Supervisors.

Qualifications & Work Experience

  • Diploma in Engineering discipline or higher.
