Power Services Controller (PSCO)


Job Purpose

Power Services Controller (PSCO) is responsible for monitoring and controlling either the NSEWL or CCL entire Electrical Power Network System (22kV AC, 750V DC & 415V AC) and the Environmental Control System (Air Conditioning and Tunnel Ventilation Systems). PSCO is to mitigate or restore any power tripping incidents and to facilitate a safe passage for passenger evacuation in the tunnel during emergency situation (e.g. fire, etc.). Participate in OCC project testing and commission work.


  • Monitor and control the Electrical Power System and Environmental Control System (ECS) through the Supervisory Control System (SCS) and Integrated Supervisory Control System (ISCS) Command Tools. 
  • Achieve the Key Performance Indicator (KPI) set within 15 minutes for recovery of Single-Intake Power Failure.
  • Comply with the Safety Requirements of:
    • Work Safety Manual / System Safety Program Plan / Work Instructions / Task Lists
    • Permit-to-Work (PTW) Procedures in relation to safe switching / isolation / re-energization for site work carried out by front line maintenance staff (inclusive of work by SCS and ISCS staff on Remote Terminal Unit)
    • Remote Switching Protocol/Procedures in relation to traction switching arrangement from Control Ops during revenue hours; at the end of revenue service; during engineering hours and before start of revenue hours. Under the live track booking or during exceptional situation, confirm there are adequate buffer zones and bridging by train collector shoes would not energize dead tracks.
    • Switching communication with front line maintenance staff where the Station Name associated with the breaker must be mentioned and switching request is repeated and confirmed before switching is carried out and other associated operation safety procedures
  • Ensure restoration of traction power failure must not exceed permissible passenger train service delay.
  • Monitor closely alarms, tripping/fault occurrences and inform immediately via phones & coordinate with the front-line maintenance staff concerned upon such occurrence.
  • Follow up as soon as possible to vet through thoroughly the alarms log & check the monitors for alarms / breakers that had tripped.
  • Send immediately via email the information captured to front line maintenance staff & supervisors to follow up CM work or investigation. Record event in logbook and send notification to front line maintenance staff.
  • Coordinate with Station Ops /front line maintenance staff periodically and perform remote/ local operation functional tests associated with Power, EMF and ECS installations.
  • Carry out under emergency situations remote switching of ventilation system according to the Work Instructions/Task Lists and operation procedures.
  • Carry out under emergency situation, fault or outage conditions the remote switching of 22kV, 750V DC or 415V installations to restore the power supply immediately or to isolate remotely in conjunction with front line maintenance staff locally at site for safe recovery / repair work.
  • Review and revise the WIs and associated operation procedures periodically or as and when required.
  • Participate in any arranged exercises conducted in OCC.
  • Participate in constructive and improvement work via Kaizen project
  • Participate in OCC project testing and commissioning work.
  • Carry out any other tasks or functions which are incidental, ancillary or additional to the assigned work.

Qualifications & Work Experience

  • Diploma in Electrical Power Engineering. 
  • Technician Electrical License (LEW Grade 8) would be an added advantage.
  • Preferably with 2 or more years of electrical working experience.


Technical skills include:
•    Excellent knowledge of Microsoft Office (MS PowerPoint, MS Words & MS Excel)
•    Able to read and interpret single-line diagram.
•    Some knowledge of SCADA 
•    Understand basic programming & coding software (such as Python etc)

•    Can work in control room environment and 3 rotating shift work 
•    Able to remain calm under stressful environment
•    Good command and control
•    Excellent multitasking skills
•    Critical thinker with good problem-solving skills

•    Good time-management skills
•    Great interpersonal and communication skills
