Senior / Engineer , System Management (Signal, Communication & Control)

Job Purpose

The jobholder is the Subject Matter Expert on Life Cycle Management and Supply Chain Management for Signalling, Communication and Control (SC&C). She/he shall be responsible to Manager, System Management (SC&C) on:

a.    Implement the concepts, plans and processes to effectively maintain, operate and sustain SC&C Systems operated by the SMRT TRAINS.

b.    Participate in the system-level integration of new capabilities on all Transport & Trainer platform types operated by the SMRT TRAINS.

c.    Implement the development of robust and effective maintenance concepts for all SC&C Systems operated by the SMRT TRAINS.

d.    Assist the Manager, System Management for all life cycle support, supply chain management and system management of SC&C Systems operated by the SMRT TRAINS.

e.    Implement the long-term strategies (beyond 5 years) as directed by the Manager, System Management for the development of SC&C Systems through relationship management with SMRT stakeholders, Authority and external industries/suppliers.
 

Responsibilities

The jobholder is the Senior Engineer/Engineer (System Management) for SC&C System. She/he is accountable to Manager, System Management (Signal, Communication & Control) for holistic system management of SC&C system in the SMRT TRAINS from acquisition-to-retirement. Her/his roles and responsibilities shall include but not limited to the following areas:

a.    Contract Negotiation & Management. As the Senior Engineer/Engineer for SC&C System in the SMRT TRAINS, the jobholder is expected to assist Manager, System Management in major contract negotiations for outsourcing, repair and logistics support. In this regard, the jobholder is expected to possess expertise and experience in understanding the principles behind various contracting mechanisms such as Performance-Based Contacting (PBL) also know as Long Term Service Support (LTSS) and Framework Agreements. To effectively strategies and negotiate best value for the SMRT TRAINS, the jobholder must also possess strong inter-personal skills to influence and shape collaborative relationships with the Original Equipment Manufacturers (OEMs).

b.    Outsourcing Programs. The jobholder will perform and analyses the cost-effective options to support the management and support of the SC&C system in the SMRT TRAINS. Where feasible and cost-effective to do so, the jobholder will shape and oversee the holistic development and transition of outsourcing programs. The jobholder is expected to advise Maintenance Management Requirement Committee (MMRC) on the sustainability of contracted capabilities through effective and robust contractual arrangements. Over the longer term, she/he is expected to work with SMRT Business Units (BUs) and shape the outsourcing strategies.

c.    Integrated Induction & Retirement Programs. As retirement programs often take place alongside another new system's induction, the jobholder is required to work with the Project Team in ensuring seamless renewal through tightly integrated induction and retirement plans. The jobholder will support the BUs on Project Justification Papers (PJP) and Master Replacement Program (MRP) requirements. The jobholder will strategize and drive the development of the Integrated Product Support Plan with the Project Team.

d.    Supply Chain Management The jobholder is responsible for the overall fleet sustainability of SC&C system in the SMRT TRAINS. In this regard, the jobholder is expected to analyses the resources and propose ways to optimise the fleet availability by maintaining a holistic overview of the supply chain requirement. In addition, as the fleet ages, the jobholder will also work with the SMRT BUs to develop obsolescence management strategies to ensure sustainable support for the intended service life. 

Qualifications & Work Experience

  • Requires Bachelor of Science or Bachelor of Engineering degree

Skills

 

  • Proficient in MS Excel and have prior knowledge of Reliability Engineering (e.g., MTBF, MTTR).Must be a team player.
  • Candidate should have strong communication and presentation skills.
  • Able to develop affinity with various stakeholders.
  • Have prior operational experience in 1st line (e.g. Organisational / frontline) and 2nd line (e.g. Intermediate / workshop) maintenance is a plus
  • Prior knowledge in Management Information System (MIS) such as SAP or Maximo, is a plus
