Senior Engineer - Engineering & Projects (R179C)

 

Job Purpose

  • New and existing projects are being executed in the renewal of aging railway assets and to expand the existing depot infrastructure to meet the growth demand.
  • SMRT is assigned as the team managing these asset replacement projects together with LTA.
  • The project management scope includes management of project phases and coordination between LTA, SMRT, contractors and various stakeholders to meet the stipulated project contractual requirement and milestones.
  • Projects include but not limited to Engineering Trains, Specialized Track Maintenance Vehicles & Wagons
     

Responsibilities

Pre-tender stage

  • Collate and review technical specifications and requirements for LTA tender of new equipment
  • Finalization of project scope with SMRT Stakeholder (ETB) and LTA technical and contracts department
  • Review project tender DCPS and design proposal and coordination with various stakeholders including maintenance team, vendors, and LTA
  • Evaluation of tender/technical proposal

Project stage

  • Oversees activities of contractors, Monitors contracts for compliance and controls costs.
  • Attend project monthly progress meetings, generate monthly performance reports and update progress to SMRT management
  • Review/consult design documents (DAR), Operation & Maintenance manuals of Mechanical & Electrical equipment and depot equipment
  • Execute the deliverables of the contract including milestone payments, warranty, and defect liability periods
  • Coordinating delivery and commissioning across the team 
  • Support and execute validation/ Factory acceptance test (FAT)/ Site acceptance test (SAT) with LTA and SMRT
  • Execution and controlling of Requirements Management/ BOM/ Configuration & Change/ variability Management 
  • Punch-list follow up to ensure project closure
  • Project handover to end-user (ETB operation & maintenance team)
  • Execution of tests during non-revenue or night shift hours

Administrative

  • Able to understand project requirements and to plan strategically ahead.
  • Monitor and manage project budgets
  • Collate, administer, and submit project claims 
  • Plan resources/ manpower to execute next FY’s work
  • Update policy & controlled documents
  • Any other roles and responsibilities as assigned by manager


Quality, Safety & Training

  • Ensure a safe working environment for staffs and contractors
  • Conduct safety audits during day/night to ensure team is always vigilant and works at a safe environment
  • Identifies training needs and prepares and delivers technical trainings to the staff

Qualifications & Work Experience

Qualifications:

  • Degree in mechanical/electrical/civil engineering or equivalent
  • CAPM or PMP certification will be an advantage

 

Work experience:

  • 4-8 years of experience working as project management capacity or part of the project team in various engineering projects
  • Ability to work independently and with local authorities and multiple contractors
  • Knowledge and experience in managing operations and maintenance of engineering equipment
  • Skill and experience in machine or vehicle commissioning will be advantageous
  • Experience in developing technical training manuals and skill training
  • Experience in developing hazard analysis, risk analysis and assessment

Skills

Technical skills:

  • Proficient in MS Office (Word, Excel, Visio, PPT), MS Office Project, Primavera
  • Knowledge and skills in mechanical and electrical application on equipment such as diesel engines, hydraulics, electrical, pneumatic, traction equipment, control, and operation method
  • Supervisory management skills
  • Analytical, organizational, and conceptualizing
  • Financial management

Generic skills:

  • Strong communicator & negotiator & worked in multicultural environments
  • Team player, problem-solving & decision making
