Engineering Maintenance Manager, Permanent Way - Thomson East Coast Line


Job Purpose


To be responsible and accountable on the performance & safety of the maintenance team and ensure that all maintenance and renewal works on railway tracks (including the third rail) and associated track features are carried out to the required standards agreed by the company so as to provide a safe, reliable, fast and economic transportation to the public.

All tracks, tunnels and the associated peripherals shall be effectively maintained, fulfill all Preventive & Corrective maintenance schedules and meet all audits and Code Of Practice requirements.




1)    Lead a team of Assistant Engineer and Technical Officers to perform daily inspection and maintenance.
a.    Plan, review, execute and adjust the work schedule to meet the approved maintenance plan.
b.    Comply and execute tasks in accordance with the relevant Quality Procedures, Maintenance Manuals, Work Instructions, Work Safety Procedures, LTA requirements such as Code of Practice, Railway Operation Procedures and Contract Specification.
c.    Provide engineering and technical advice as well as additional information to team who need it to verify the fault and/or perform fault analysis.
d.    Responsible for the performance appraisal, welfare, competency and disciplinary counselling for staffs.
e.    Respond to occasional urgent activation after office hours for emergency as and when required

2)    ISO compliance & Manage document control
a.    Work with Engineering Support team, to ensure compliance of ISO and internal procedures.
b.    Develop, review and communicate new and revise work instructions / procedures, risk assessment, Rail Ops Notice & Circulars regularly; to ensure that they are relevant and up to date.
c.    Conduct investigation on safety incidents and/or breaches in quality procedure and implement the recommended follow-up action(s) from Safety and Security Inspectorate. 
d.    Prepare and submit Request for Modification (RFM) and Approval for Modification (AFM) before commencing any modification to the railway assets and Completion of Modification (COM) after modification has successfully completed.
e.    Ensure timely submission, review, approval and closure of service request and workorders as well as Track Access Request and Permit-to-Work

3)    Financial Management
a.    Prepare, manage and control financial budget of the section such as overtime etc.
b.    Plan forecast and purchase materials, tools and equipment needed for line maintenance.
c.    Regularly review the requirement and functionality of maintenance tools and equipment, spares and if needed, put up justification for procurement and servicing/calibration timely.
d.    Implement continuous improvement on people, process and technology.
4)    Responsible to review and submit monthly and 4-monthly report prior branch meeting and ensure assigned Assistant Engineer submit daily and organizational reporting timely.

5)    Undertake any other related duties that may be assigned from time to time.

Qualifications & Work Experience


•    Degree in Mechanical/Civil Engineering or equivalent
•    Minimum 3 years of supervisory/managerial experience preferably in areas of maintenance/construction.
•    Diploma holder - (Preferably Engineering) with 5 or more years supervisory/managerial experience in areas of maintenance/construction and above can be considered

2)    Able to work independently, communicate effectively and good team player.
3)    Able to plan work schedule to cover all required maintenance works.
4)    With self-motivation, always striving to improve and meet a standard of excellence.
5)    Willing to work rotating permanent night.
