Assistant Engineer, Engineering Trains Branch - Thomson-East Coast Line

Job Purpose

The Assistant Engineer (AE) shall lead a team of Technical Officers (TO) to carry out the Preventive Maintenance (PM), Corrective Maintenance (CM) & Operation of Specialised Tracks Maintenance Vehicles (STMV), Locomotives and Wagons. The AE shall be responsible and accountable for his/ her works and the Vendors’ works.

All works shall be carried out in accordance with the relevant Quality Procedures, Maintenance Manuals, Work Instructions, Work Safety Procedures, Land Transport Authority (LTA) requirements, Railway Operation procedures and Contracts Specification (for outsource work).

All of ETB’s equipment and the associated peripherals shall be effectively and efficiently maintained to the required operational, reliable and safety standards to achieve the key objectives of the Branch.

Responsibilities

1.    Supervise the execution of Engineering trains preventive and corrective maintenance work.
2.    Perform fault analysis and testing of engineering trains.
3.    Operate engineering trains to support maintenance work.
4.    Manage movement and deployment of engineering trains.
5.    Ensure workplace adherence with Workplace Safety and Health (WSH) policies, procedures, and regulations.
6.    Validate maintenance documents.
7.    Monitor quantity of supplies and tools required for maintenance activities. 
8.    Plan work activities and manpower allocation.
9.    Conduct daily toolbox meeting.
10.    Perform administrative works.
11.    Assist manager in workplace training for new staff to be competent and proficient in their respective areas of work.
12.    Propose workflow improvements to enhance the reliability and efficiency of engineering trains. Participate in KAIZEN.
13.    Carry out engineering improvement activities to enhance the reliability and efficiency of engineering trains.
14.    Manages team’s performance in achieving established Key Performance Indicators (KPIs).
15.    Supervise and facilitate the work of contractors to ensure safety requirements, operating standards and quality standards are met.
16.    Ensure team competency and knowledge are current and to highlight to immediate supervisor for necessary rectification.
17.    Perform the role of Possession Master (PM) or Person-In-Charge (PIC).
18.    Align staff with Company’s Vision, Mission & Core Value, and the Strategic Trusts through regular communications & sharing sessions on progress & development of rolled-out plans.
19.    Assist Engineering Maintenance Manager (EMM) to prepare and submit Request for Modification (RFM) and Approval for Modification (AFM) before commencing any modification to the railway assets and completion of Modification (COM) after the modification has successfully completed.
20.    Submit daily reports to EMM and assist EMM to prepare monthly reports.

Qualifications & Work Experience

Engineering Diploma in the following discipline:
Aerospace / Automotive / Electrical / Electronic / Mechanical / Mechatronic / Microelectronic / Rapid Transit / Marine / Robotics.
Preferably with a minimum of 2 years of experience in heavy/ industrial equipment operation or maintenance.

Skills

In addition, those with experience in welding, non-destructive testing, Quality Assurance/ Control and the following skills, attitude and knowledge will have added advantage:
-    Ability to manage and lead a team of Vendors’ Supervisors/ Workers working toward the department’s objectives.
-    Able to work independently and with all levels of staff.
-    Possess good interpersonal and communication skills.
-    Resourceful, self-motivated, and result-oriented.
