Branch Manager, Compliance


Job Purpose

The Branch Manager, Compliance, is responsible for establishing and implementing Quality and HSE audit and inspection program to validate ground compliances with Quality and HSE Management System, conduct investigations on Rail incident, including accidents and near misses. Report outcomes of audits, inspections, and investigations to Management.       



Branch Manager, Compliance duties and responsibilities are as listed below.  Note that the list is not comprehensive and related duties and responsibilities may be assigned from time to time.

  • Plan, develop and implement risk-based audit and inspection program with focus on safety of the employees, stakeholders as well as system within the Trains Business Unit.
  • Validate ground compliance to establish authorized operating documents, past incident/audit/inspection findings, Key Risk indicators and risk registers.
  • Implement investigation procedures for Rail incident/accident, including deploying investigation officers to support Line Department’s investigations.  
  • Prepare audit, inspections and investigation reports for submission to TSIB/LTA/MOM
  • Liaison to TSIB and LTA, as required in event of incident/accident occurrence.
  • Perform role of Safety & Investigation Unit at incident site in accordance to Rail Incident Management Plan.
  • Trend and provide regular updates to management on outcomes of audits, inspections, and investigations.
  • Track and monitor corrective actions arising from audits, inspections and investigations.
  • Facilitate LTA’s management system audits with internal stakeholders.


Qualifications & Work Experience

  • Bsc Degree in Engineering or Science (Environmental, Occupational Safety and Health)
  • 10 years of experience as HSE Manager position in Public Transport or Engineering industry is preferred.
  • Trained and experienced in investigation methodologies such as 5M or Systemic Cause Analysis Technique.
  • Qualified lead ISO45001/OHSAS18001/ISO14001 auditor with at least 5 years’ auditing experience.
  • Knowledge in MRT operations and maintenance is advantageous 


Technical skills include:

  • Good knowledge on Workplace Safety and Health
  • Good audit, inspection and investigation report writing skills
  • Proficient in MS Word, Excel and PowerPoint
