Executive Engineer (Drafter)

Job Purpose

 

The role is responsible for planning and coordinating ELARD development and submissions, including collaborating with the system design team, managing schedules, resources, milestones, and ensuring compliance with project submission timelines. It also involves preparing and submitting key technical documents such as PMF, 3D shop drawings, mounting details, installation drawings, PE endorsements, and authority approvals.

Responsibilities

 

Project Planning: 

  • Collaborate with system design team to review and prepare for ELARD development and submission. 
  • Assist design manager to create ELARD design schedules, allocate resources, and set milestones.  
  • To plan and adhere to all key dates for the ELARD submission in each phase of the project with system team for DAR submission 
  • Prepare PMF, 3D Shop-drawings, typical mounting details, installation related drawings, PE endorsement, submit to relevant authorities  
  • To facilitate the procurement process by developing comprehensive subcontracting tender packages and documents for project materials and services such as PE, while coordinating with key stakeholders to optimize and streamline procurement workflows. 

 

Supervision: 

  • To provide technical guidance and direction to installation teams and subcontractors on specialized methodologies, ensuring installation efficiency and adherence to high-quality standards. 

 

Site Survey Work (Engineering Hours) 

  • At times, engineering hours is required for some site survey to better understand the site situation to prepare the Elard design drawing.

 

Quality Assurance and Safety Compliance: 

  • Ensure that designs adhere to contract design specifications and industry standards. 
  • Conduct on-site inspections to verify site condition and update to the design from Preliminary, Pre-final, Final, FCDD, Construction to As-built submission. 
  • Responsible for on-site quality plan implementation. 
  • Promote a safe working environment and enforce safety protocols. 

Qualifications & Work Experience

 

  • Bachelor's Degree/Diploma in Electrical Engineering, Mechanical Engineering, Civil Engineering, Building Services Engineering, or a related engineering discipline. 
  • Minimum 3–5 years of relevant experience in installation design, drafting, and coordination for MRT, infrastructure, M&E, telecommunications, Surveillance or construction projects. 
  • Experience in LTA railway projects is highly preferred, with a good understanding of working within operational railway environments. 
  • Familiarity with LTA design standards, technical specifications, and submission requirements process. 
  • Experience in preparing and coordinating engineering drawings, shop drawings, PMF drawings, construction drawings, and as-built drawings. 
  • Proven experience in multidisciplinary coordination with consultants, clients, contractors, subcontractors, and authorities to resolve design and site-related issues. 
  • Good understanding of construction methodologies, installation practices, and engineering interfaces within existing MRT stations, tunnels, depots, or railway facilities. 
  • Experience in conducting site surveys, verification of existing conditions, and updating engineering documentation based on site findings. 
  • Strong analytical, communication, and problem-solving skills with the ability to work independently and manage multiple assignments within project schedules. 

Skills

 

  • Proficient in AutoCAD MicroStation with the ability to prepare, modify, and coordinate engineering and construction 3D drawings.
  • Proficient in MicroStation and familiar with LTA CAD standards submission sequence (preferred). 
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) for reporting, documentation, and project coordination. 
  • Ability to review engineering drawings, identify design clashes, and coordinate technical solutions with multidisciplinary stakeholders. 
  • Familiarity with engineering drafting practices for electrical systems, ELV systems, surveillance systems (CCTV), telecommunications, public address systems, and other railway-related systems. 
  • Ability to interpret technical specifications, contract drawings, method statements.
  • Experience in preparing red-line markups, revision management, drawing registers, and as-built documentation. 
  • Knowledge of BIM collaboration platforms (e.g., Autodesk Construction Cloud, BIM 360, Navisworks) is an added advantage. 
  • Understanding of brownfield engineering constraints, construction staging, temporary works, and maintaining operational railway safety during A&A works. 
  • Strong coordination skills with attention to detail to ensure drawings comply with client, consortium, consultant, and LTA requirements before submission.
  • Identify and address technical and logistical challenges.
