Executive/Senior Executive, Contracts & Billing

Job Purpose
Seeking a (Senior) Executive to support SMRT Trains with contract administration support, including billing, and ensuring compliance with internal policies and procedures, Operating License and other regulatory requirements.
Responsibilities

- Business Justification Paper
- Submissions to authority
- Identify contract gaps, assess risks, and recommend mitigation strategies
- Provide clear guidance and advice to stakeholders on contractual matters
- Support users in drafting contracts and all related documentation including
- Trains Billing Hub
- Provide administrative support to Trains community in raising invoices
- Oversee billing process
- To see through the billing cycle from receipt of order to receipt of payments
- Ensure timely and accurate billing for reimbursements, grants or recovery of SMRT Train’s cost from government agencies or Trains’ clients and contractors
- Resolving billing or claims disputes
- Accruals & Budget
- Ensure timely processing and reporting of accruals and revenue forecast for the projects
- Prepare annual budget template for dissemination to project teams
- Compilation and submission of the annual budget to Finance
- Active participation in KAIZEN efforts: from identifying issues and challenges, developing plans to implementation of business process improvement solutions to achieve operational effectiveness
- Liaise with various internal stakeholders such as Legal, Finance, IT, Procurement, Maintenance, Operations and Project Teams to resolve any billing or contractual matters or closure to any service feedback
- Participation in ad hoc assignments as assigned by the Team Head or Department Head.
Qualifications & Work Experience
• Bachelor’s degree in any discipline
• Diploma graduate, with at least 2 years’ experience in contract drafting, administration or management could be considered
• Strong understanding of contractual terms, risk assessment, and mitigation is an advantage
• Exposure to Legal, Finance or Quantity Surveyor works would be an added advantage
Skills

- Ability to multi-task and independently handle multiple issues concurrently
- Demonstrate flexibility and in handling ambiguity in resolving issues
- Comfortable to liaise with different groups of personnel
- SMRT internal users (technical, frontline and management staff)
- LTA or other government agencies
- External contractors/client
- Proficient in Microsoft Office Suite (Outlook, Teams, Word), especially Excel (Pivot, Formulas such as “lookup”).
- Familiarity with other Office 365 apps such as Sharepoint List, Power Automate, Power Apps, Microsoft Forms and Power BI would be an advantage.
