Executive/Senior Executive, Safety (CCL)
Job Purpose
The Executive/Senior Executive, Safety (WSH) will support the implementation and coordination of Workplace Safety and Health (WSH) initiatives, policies, compliance activities, and culture-building programs within the Circle Line (CCL) Division. The role ensures operational support for safety processes, monitoring, and reporting to maintain a safe and healthy working environment in compliance with regulatory and corporate requirements.
Responsibilities
1. Safety, Security and Quality Management
• Assist in the implementation of the CCL L1 SSQC work plan.
• Monitor and compile WSH performance data, including APIP-related safety indicators, and prepare reports for review by the Manager, Safety (WSH) and Line/Division Heads.
• Support the review of Safe Work Procedures (SWPs), Work Instructions (WIs), and Risk Assessments (RAs) to ensure alignment with safety standards and regulations.
• Assist in data collection, tabulation, and trend analysis for Safety, Security, and Quality indicators; highlight findings for discussion at SSQ meetings.
• Participate in incident investigations, including fact-finding, root cause analysis, and follow-up on corrective and preventive actions (CAPA).
• Support the coordination of incident response planning, emergency preparedness drills, and mitigation activities.
• Ensure compliance with Workplace Safety and Health (WSH) regulations, ISO standards (ISO 9001 and ISO 45001), and SMRT corporate policies.
• Serve as an administrator for the CCL safety reporting application, ensuring accurate case management, reporting integrity, and performance tracking.
• Assist the Fire Safety Manager in fire safety inspections, drills, and regulatory compliance checks.
• Support the role of WSHC Secretariat for Kim Chuan Depot, including meeting coordination, documentation, and action tracking.
2. Safety, Security & Quality Compliance
• Support SSQO in delivering the CCL L1 SSQC Audit Work Plan.
• Act as a support contact for audits related to CCL, assisting in the development and execution of audit and inspection plans.
• Conduct periodic safety audits in accordance with approved plans, ensuring compliance with applicable regulations and standards.
• Assist in preparing for and supporting the Annual Integrated Management System (IMS) audit.
• Participate in the Quarterly Environmental, Health & Safety (EHS) Legal Register review to maintain ongoing regulatory compliance.
• Review and verify SOPs, WIs, RAs, Waiver of Non-Conformance (eWON), and operational processes to identify potential hazards and ensure adherence to best practices.
• Monitor and track changes in applicable Acts, Regulations, Codes of Practice, and other SSQC documents to ensure operational alignment.
• Assist in evaluating HSE Management System effectiveness and recommend areas for improvement.
• Provide updates on safety circulars, regulatory changes, and procedural revisions to relevant teams.
• Assist in managing SSQC documentation, including maintaining the CCL resource page and SSQ Shared Drive.
3. Building a Strong SSQC Culture
• Support SSQC awareness and engagement programs within the Line/Division, including Safety Protected Time, workplace discussions, and digital platforms.
• Assist in executing SSQC outreach events, campaigns, and training sessions.
• Work with relevant teams to integrate SSQC principles into daily operations.
• Support the planning and execution of GSS initiatives and internal campaigns to promote safety awareness.
• Assist in organising safety-related promotional activities to enhance staff engagement and awareness.
Undertake any other tasks as and when assigned and directed by Division Head/Head of Department/Branch Manager SSQC.
Qualifications & Work Experience
• Degree in Engineering, Occupational Health & Safety, or a related discipline from a recognised institution with at least 3 to 5 years of relevant WSH experience.
• WSH Officer with valid certifications (e.g., WSQ Specialist Diploma in WSH) preferred.
• Prior experience in transport, infrastructure, or engineering-related sectors is an advantage.
• Lead ISO 45001 Auditor Certifications
Skills
• Strong knowledge of Workplace Safety and Health (WSH) frameworks, including relevant Acts, Regulations, Codes of Practice, and Singapore Standards, as well as familiarity with Environmental and Fire Safety requirements.
• Proficient in WSH Risk Management processes, with practical experience in identifying hazards, assessing risks, and implementing effective control measures.
• Competent in the use of Microsoft Office applications (Word, Excel, PowerPoint) for reporting, data analysis, and presentation purposes.
• Excellent communication and interpersonal skills, with the ability to engage and collaborate effectively across departments and hierarchical levels.
• Strong leadership capabilities to influence safety behaviour, drive engagement, and foster a positive safety culture.
• Sharp critical thinking and analytical skills for problem-solving, incident analysis, and decision-making.
• Self-motivated, resourceful, and well-organized, with the ability to work independently and manage competing priorities under tight deadlines.
• Effective time management and task prioritization in both routine and high-pressure situations.
• Willingness to work outside normal office hours and/or during shift operations to conduct audits, inspections, or incident investigations as required.
