Job Purpose

 

The Head of Finance is responsible for leading the financial strategy, planning, and management of RTS Operations Pte Ltd (RTSO). This role ensures financial sustainability, compliance with regulatory requirements, and effective financial controls to support the company’s operational and strategic objectives. The incumbent will drive financial reporting, budgeting, forecasting, financial risk management, and stakeholder engagement to optimize financial performance and business growth.


 

Responsibilities

1. Strategic Financial Leadership:
Develop and implement financial strategies aligned with RTSO’s business objectives.
Leverage on financial reporting and data analytics tools to provide insights that drive business performance and operational efficiency.

2. Financial Management & Reporting:
Oversee the consolidated financial reporting, ensuring accuracy, transparency, and compliance with Singapore and Malaysia Financial Reporting Standards.
Prepare and present financial management reports, business performance reviews, and strategic recommendations to the CEO, Board of Directors, shareholders and key stakeholders.
Drive financial risk management and ensure cost optimization across the organization.
Implement transfer pricing and Singapore and Malaysia cross-border taxation strategies.
Direct the accounting treatment and financial operations as the Company transits from Construction and Build Phase to Revenue Commencement Phase.
Enhance and automate accounting processes and implement system controls.

3. Regulatory & Compliance:
Ensure adherence to financial policies and accounting standards, taxation requirements, and statutory reporting obligations in RTSO Singapore parent company and its Malaysia branch.
Liaise with auditors, tax authorities, and regulatory bodies to maintain compliance.
Provide guidance and ensure compliance to Finance Policy Manual.
Stay abreast of new accounting standards and tax regulations and their potential impact on RTSO operations.

4. Cash Flow, Treasury & Investment Management:
Manage cash flow, working capital, and liquidity to ensure financial sustainability.
Oversee treasury functions, including banking relationships, capital structure planning, and optimizing returns on cash management.
 Conduct scenario simulations and develop business cases using key assumptions including ridership patterns, fare pricing strategies, and cost projections for informed business decisions.

5. Strategic Partnerships:
Collaborate with internal and external stakeholders, including shareholders, regulatory bodies, and financial institutions.
Support strategic business decisions through financial analysis, scenario planning, and risk assessments.
Provide financial leadership and insights to operational teams to drive business value creation.

6.Team Leadership & Development:
Lead and mentor the finance team, fostering a high-performance and innovation-driven culture.
Promote continuous learning and upskilling within the finance team, particularly in embracing finance technologies and best practices.

Qualifications & Work Experience

 

  • Bachelor’s degree in Accountancy,
  • Professional certifications such as CPA, ACCA, CIMA, CFA, or equivalent are highly preferred.
  • Minimum 12 years of relevant experience in financial management, with at least 5 years in a senior managerial role.
  • Experience in the transportation or infrastructure is an advantage.
  • Expertise in financial planning and data-driven decision-making.
  • Ability to drive cost efficiency and revenue improvements, as well as business case simulation.
  • Strong leadership, stakeholder engagement, and strategic decision-making skills.
  • Excellent English verbal and written communication skills. Knowledge of Bahasa Melayu is advantageous.
  • Experience in implementing accounting system and reporting tools. Familiarity with SAP Business One will be advantageous.
