Independent Safety Officer - (R150 Projects)


Job Purpose

The Independent Safety Officer will be responsible for the overseeing and implementation of safety plans and measures to ensure a safe working environment in an operational depot.


Asset replacement in an operational depot presents challenges with train movements within the depot to facilitate launching, withdrawal and maintenance. This poses risks with works carried out adjacent to live tracks. The appointment of an Independent Safety Officer for Depot Renewal Project will provide oversight over processes, hazards identification, risk mitigations, safety control measures and contingencies.


Independent Safety Officer duties and responsibilities are as listed below. The list is not comprehensive and related duties and responsibilities may be assigned from time to time.


  • Assess risks and possible safety hazards in all aspects of project operations. This primarily includes risks working in a live depot that could affect safety of work party and risks that could potentially impact train operations and movement within the depot.
  • Ensure all hazards identified are adequately mitigated and contingencies in place before project execution.
  • Ensure deviations are authorized and documented.
  • Support the implementation of contractor’s Safety Programme to inculcate knowledge and awareness.
  • Conduct inspections on daily operations to identify potential gaps and incompliance.
  • Present and attend any safety related meeting or programme by SMRT or LTA.
  • Deliver and conduct in house safety briefing or sharing to all staff in the project.
  • Support incident investigation.
  • Prepare Monthly Safety Reports for update to LTA and SMRT Project management.
  • Perform night works when required.

Qualifications & Work Experience

Qualifications and work experience include:

  • Candidate must possess at least a Specialist Diploma in Workplace Safety & Health.
  • MOM Registered Workplace Safety and Health Officer (WSHO) at least 2 years’ experience as WSHO.
  • Experience in track, engineering and quality work is an advantage.
