MOC Controller, FSC

Job Purpose

The Assistant Engineer, Maintenance Operation Centre - Field Services & Control (MOC – FSC) is part of the Maintenance Operation Center (MOC) which is responsible for providing operational engineering and technical advisory and fault handling for operations, overview and monitoring of network readiness and operability, management, and control of all maintenance activities in the Mainline supporting operations of Operational Control Center (OCC).

  • Responsible for the maintenance of the Signalling and ISCS equipment within OCC.
  • Maintenance Control and Status Monitoring of all CCL Maint Field Service Maintenance Works.
  • Maintenance Status Monitoring of all maintenance works undertaken by non- CCL Maintenance agencies.
  • Carry out condition monitoring of Signalling and ISCS equipment within CCL operating network.
  • Perform response and recovery actions including the timely deployment of field service teams and coordination of the required maintenance activities.
  • Provide technical advice and information to CCL Maint Management, MOCC or CC when queried.
  • Comply to all safety and quality standards and policies stipulated within SMRT.
  • Assist EMM/Lead in managing the team’s administration, coaching, mentoring junior staff, driving the team's progression, tracking defect management status & highlighting defect trends as required* (Applicable to IC only).
  • Able to multi-task and be decisive under stress.

Responsibilities

  • Runs day to day MOC-FSC operations in accordance with process and procedure.
  • Plan, schedule and perform of the Preventive/Corrective Maintenance (CM) of the Signalling and ISCS equipment within OCC.
  • Carry out equipment logs downloading, analysis and fault troubleshooting.
  • Provide the necessary maintenance support in fault-finding and investigation.
  • Monitor maintenance activities between Field Service Control (FSC) teams/other maintenance agencies.
  • Execute defect management, response and recovery actions, coordination of the required maintenance activities as required.
  • Communicate maintenance information flow to relevant stakeholders.
  • Receive defect report(s) from affected agencies in CCL Ops (Station and Ops) and report defect(s) to relevant maintenance agencies for rectifications.
  • Perform response and recovery actions including the timely deployment of field service teams and coordination of the required maintenance activities.
  • Monitor rectification status of all reported defects.
  • Active monitoring of the System/Network health status and after maintenance works and if there should be any triggers, verify the alarms, and response according to defect management process as required.
  • Check the system readiness before start of traffic.
  • Adhere to safety and security of regulations.
  • Assist In the management and control of spares.
  • Assist in the updating and reviewing of Work Instruction (WI) used for PM & CM.
  • Assist in the training of new staff.
  • Assist in safety inspection/ audits of Signalling/ Integrated Supervisory Control System (ISCS).

Qualifications & Work Experience

  • Diploma in Electrical / Mechanical / Mechatronics or Equivalent 
  • Preferably 3 relevant experience in Rail environment
  • Candidates with no experience are welcomed
  • Able to work on 3 shift rotating schedule.
  • Class 3 Licence will be advantage
