Manager, Central Recruitment

Job Purpose
As a Manager, Central Recruitment, you will lead and manage the recruitment function to support organisational manpower needs across SMRT. You will be responsible for planning and executing recruitment strategies, overseeing end-to-end hiring operations for both blue- and white-collared roles, and ensuring quality hires within targeted timelines. You will also lead a team of recruiters and partner closely with HRBPs and business leaders to build a strong and sustainable talent pipeline.
Responsibilities
- Lead the full spectrum of recruitment activities, including sourcing, selection, salary proposals, and offer management.
- Partner with HRBPs and hiring managers to forecast manpower needs and develop recruitment plans.
- Design and implement recruitment strategies and campaigns for both high-volume and specialised roles.
- Manage and develop a team of recruiters, providing coaching, performance feedback, and guidance.
- Oversee recruitment systems, tools, and platforms, including vendor management and contract renewals.
- Monitor recruitment KPIs and provide regular reporting on progress, performance, and market trends.
- Review and enhance recruitment processes to drive efficiency, standardisation, and compliance.
- Implement continuous improvement initiatives and explore automation opportunities to optimise workflow.
- Serve as a trusted advisor to stakeholders on recruitment approaches, market intelligence, and talent insights.
Qualifications & Work Experience
- Degree in Human Resources, Business Administration, or a related field.
- Minimum 6 years of recruitment experience, including at least 2 years in a supervisory or managerial capacity.
- Strong exposure to high-volume and operational workforce hiring within large organisations.
- Proficient in Applicant Tracking Systems (e.g. SuccessFactors) and familiar with Microsoft applications such as Listings, Power Automate and Power BI.
