Manager, Investigation


Job Purpose


Conduct safety investigations on rail incidents, including accidents and near misses. Analyse incident findings to determine causes of incidents, report outcomes of investigations to Management and validate compliance on follow-up actions arising from incidents. 



Manager, Investigation’s duties and responsibilities are listed below. Note that the list is not exhaustive; related duties and responsibilities may be assigned from time to time. 

  • Conduct evidence-based investigations for Rail incident/ accident and support Line Department’s safety incident investigations.
  • Analyse investigation findings to determine causes of incidents and prepare investigation reports. 
  • Trend and provide regular updates to management on outcomes of safety investigations. 
  • Track, monitor and validate follow-up actions arising investigations.
  • Manage the deployment of Safety Duty Officer. 
  • Review safety investigation procedures. 
  • Draft materials for the purpose of sharing on lessons learnt from safety incidents. 
  • Perform secretariat role to an Inquiry Panel and Higher Board Of Inquiry, where required. 
  • Perform role of Safety & Investigation Unit at incident site in accordance with Rail Incident Management Plan (RIMP).
  • Liaison to MOT Transport Safety Investigation Bureau (TSIB) and LTA, as required in event of major incident/ accident.

Qualifications & Work Experience


  • BSc degree in Engineering or Science e.g. in Occupational Safety and Health or Environmental Engineering.
  • 5 years of experience as Senior Engineer/ Executive position in Public Transport or Engineering industry.
  • WSQ Specialist Diploma in Workplace Safety and Health is advantageous.     
  • Trained and experienced in investigation methodologies such as 5M.
  • Relevant knowledge in e.g. human factors, system safety and safety design is advantageous. 
  • Qualified lead ISO45001 auditor.
  • Knowledge in MRT operations and maintenance is advantageous.



Technical skills include:

  • Good knowledge on Workplace Safety and Health.
  • Good audit, inspection and investigation report writing skills. 
  • Proficient in MS Word, Excel and PowerPoint.
