Manager, Programme Office

Job Purpose
The staff will be responsible for overseeing and leading the planning and implementation of onboarding and continual learning programmes (e.g. STEP-IN, STEP-UP, PG Cert, LEAP, Leadership Development courses). The role also includes managing process improvement projects, tracking programme progress, supporting the administration and utilisation tracking of procured course contracts, and assisting with administrative tasks related to SMRT Institute’s operational budget and SMRT’s Group training budget.
Responsibilities
1)New Hire Intake Planning – Plan and administer onboarding courses which include but not limited to:
- Liaise with HR on the intake numbers
- Liaise with Training Delivery Team on trainers’ assignment, including administering of Associate Trainers’ contract
- Liaise with Facilities & Resource Management Team on learning facilities assignment
- Training grant administration
2)Continual Learning Programme Administration – Planning & execution of continual learning programs which include but not limited to:
- Confirm with HR or stakeholders on the identified program participants; including necessary administrations such as LOA/LOU and bond status update as required.
- Administration such as assignment of curricula to identified staff, supporting nomination and confirmation process of applicants, processing of payments and records relevant to the programme, monitoring of course contracts utilisation
- Report to SMRT management on the completion status of programs
- Planning and execution of graduation ceremonies
- Close liaison with:
• Curriculum Developers in updates and administration of latest curriculum
• Stakeholders on implementation of domain specific courseware
• External training providers in course availabilities and provision matters
• Nominated learner on their onboarding/registration process
3) Procured course administration and utilisation tracking – Monitor and track contract utilisation for procured courses. Support Purchase Requisition, Purchase Order, and Service Entry Sheets processes via SAP.
4)Compliance - Ensure proper documentation and upkeep of team policies, processes, trackers, and records

Qualifications & Work Experience
- Minimum Bachelor’s Degree, in any discipline from a recognized university
- Proficient in MS Office (especially Microsoft Excel)
- Familiarity with using SAP, ARIBA, UiPath and Power BI preferred
- At least 3 years of related experience, preferably in a training environment
