Manager, Safety, Security & Quality
Job Purpose
Reporting to Branch Manager, Safety, Security & Quality Office (SSQO), you will be responsible for SSQ Management, SQ Compliance & driving SQ Culture for STEL.
Responsibilities
You are responsible to provide STEL the following:
1. Safety, Security and Quality Management
a. Develop and deliver L1 SSQ work plan.
b. Provide regular SSQ performance update to Line/Division Heads, Trains SSQ and/or other related management review forums.
c. Oversee the timely review and update SSQ documents in alignment with Corporate and Trains SSQ Policies and Procedures.
d. Trend, monitor and provide regular updates to TEL management on outcome and follow-up of audits.
e. Analyse and provide updates on STEL Safety performances.
f. Submission of SMRT internal reporting such as passenger injury, etc.
g. Submission of Monthly / Quarterly / 6 monthly /Annual Safety /Annual Workplace Inspection (AWI) Report to LTA.
2. Safety, Security & Quality Compliance
a. Oversee, develop and implement the Line/Division Audit and Inspection Plan, work with Line/Division management and associates to implement Self-check Programs. Support L2 to L4 audit and inspection at Line/Division.
b. Report on SSQ performances and raise concerns/issues to Head of Line/Division based on finding from audits and inspection by L1 to L4
c. Ensure legal compliance on health, safety and security requirements are met.
d. Assist Line Head in the review and submission of updated EHS Legal Register.
e. Advise Line/Division Head on quality matters, mitigations and improvement.
f. Comply with all safety and security (including cybersecurity) requirements and accord safety as priority.
g. Assist to identify, evaluate and mitigate workplace safety risks for BU.
h. Supervise outsourced services such as, Route Protection Patrol (RPP) as part of regulatory requirements.
i. Implement framework to manage hazardous work like confined space, WAH, lifting and hot works, etc.
j. Conduct safety compliance inspections on stations and depots to ensure full compliance with WSH requirements.
k. Plan and executions of ISO 9001, 14001 and 45001 audit.
3. Building a Strong SSQ Culture
a. Promote awareness of SSQ in the Line/Division via the various means, e.g. meetings, staff engagements e.g. Safety protected time, Workplace and other media.
b. Promote and implement safety initiatives provided by Trains SSQ for e.g. e-PTW, SPIC, Gemba Walk, etc.
c. Collaborate with Line/Division training function on SSQ training requirement.
d. Execute SSQ outreach events and initiatives as directed by Line/Division Head.
4. Direct Reports
a. There are Senior Executives/Executives of SSQO reporting into this role.
Undertake any other tasks as and when assigned and directed by Division Head/Head of Department/Branch Manager SSQ.
Qualifications & Work Experience
1. Diploma/ Degree in Engineering/Business from a recognised institution with at least 3 to 5 years of relevant working experience.
2. Prior Knowledge in Quality Management will be preferred.
Skills and Competencies
1. Good knowledge in Quality Management System.
2. Possess positive attitude and good communications skills with ability to work across functional teams.
3. Able to work independently and under pressure of tight timeline, self- motivated, resourceful, and organized.
4. Willingness/required to work outside normal office hours and/or shift hours to perform audits.
5. Good understanding of accident investigation methodology, especially in 5M.
6. Hands on knowledge of Microsoft Office suite of tools, including Power BI, MS Forms, etc.
