Manager/Senior Manager, Civil, Architecture & PWAY Engineering
Job Purpose
The Manager / Principal Engineer is to provide leadership in management and mentoring to his team to ensure that the railway infrastructure system is effectively and efficiently maintained to achieve the required operational and regulatory standards and Key Performance Indicators (KPIs). The team is expected to provide solutions to safety and reliability problems affecting the railway infrastructure system. Subject to deployment, the scope can include the track, third rail, point, viaduct, tunnel, station and/or depot infrastructure assets.
He / She is required to coach and guide the team in defect troubleshooting, failure analysis, reliability trending, engineering studies, maintenance/renewal planning, asset management planning, supply chain management planning, and/or developing solutions to problem statements identified. He / She will also have to collaborate with other internal and external stakeholders on cross-functional maintenance and engineering to ensure high system reliability and availability.
Responsibilities
1. Work in any SMRT depots, tracks or facilities.
2. Work in rotating or fixed shifts (i.a.w. MOM guidelines).
3. Lead his / her team to support the division’s efforts to achieve daily, short-term, and long-term objectives and Key Performance Indicators (KPIs).
4. Lead his /her team to work effectively with Ops and Maintenance staff from the Lines as well as other engineering and projects departments to ensure safe, reliable, and efficient
daily operations.
5. Ensure the safety and integrity of the railway infrastructure system by reviewing, planning, monitoring, and ensuring all preventive/corrective maintenance works/inspections, adhoc
projects, asset renewal works are carried out timely as per asset management plan and annual work plan.
6. Identify and review safety and reliability concerns of the railway infrastructure system and develop solutions to overcome them.
7. Review technical work instructions for preventive and corrective maintenance activities and/or quality procedure.
8. Review and update System Hazard log and Risk register
9. Identify, review, and implement cost effective technologies, and/or changes to process and/or maintenance regime to enhance railway infrastructure system performance.
10. Support LTA and SMRT projects in reviewing project design specifications and ensure their adequacy for the safety, reliability, maintainability and operability. To provide other engineering support to the projects, as required.
11. Responsible for his team’s technical competency, safety, welfare, learning and development. He / She is to coach, nurture and develop his team in engineering and management skills.
12. Responsible for the effective knowledge management of the systems under his charge
13. Plan annual budget and workplan for his/her unit.
14. Identify and report any safety concerns at the workplace.
15. Undertake any other tasks or functions that are supplementary to the performance of the works, as assigned by supervisor. (Training and qualifications will be provided by company,
as required). Examples include (but not limited to):
a. Perform admin functions
b. Respond to operations emergencies
c. Support the execution of projects; including verifying contractor’s work completion, providing manpower to support project testing & commissioning, attendance to contractors, etc
d. Preparation of reports
Qualifications & Work Experience
Degree in Mechanical / Mechatronics / Electrical / Electronics / Civil & Structural Engineering or equivalent from a recognised institution, with at least 8 years’ working experience in managerial positions in a maintenance organisation.
Previous Railway System experience would be advantageous.
Skills
1. Strong leadership and interpersonal skills. Comfortable to work hands-on in office and site environment alongside other Engineers, Assistant Engineers and Technical Officers. Must also be able to work in different shift timings, when required.
2. Adept with diagnostics and reliability engineering methods such as FMECA, Fault Tree analysis, Weibull analysis and Damage Tolerance Analysis, etc.
3. Proficient at Microsoft Office applications. Proficiency in Python and MATLAB would be advantageous.
4. Strong analytical and decision-making abilities.
5. Effective organizational and planning skills
6. Fluent in written and oral communication skills in English
