Premise Manager

Job Purpose

The Premise Manager (PM) is responsible for the management of service and process with relevant responsible SMRT departments to support the business operation of the East Coast Integrated Depot (ECID) premises and facilities.

Responsibilities

• Handle Facilities Management aspects, associated Health, Workplace Safety, Fire Safety, Security and Environment related issues, as well as Space and Utilities Management
• Inspect the premises to ensure proper safety and security management in accordance with SMRT Safety Policy, Security Policy, Health, Safety and Environment Management System, and to comply with legislation and corporate requirements 
• Assume role of Fire Safety Manager for designated premises and play a part to ensure the following:

1. 1. Fire safety measures and practices comply with the regulatory requirements (e.g. SCDF requirements);
   2. Emergency Response Plan (ERP) is updated and effective;
   3. Company Emergency Response Team (CERT) is established and maintained; and
   4. Fire/emergency evacuation drills and tabletop exercises to familiarize with the premises occupants are conducted as required. 

• Assume role of Workplace Safety and Health Committee (WSHC) Chairmanship for designated premises to carry out its functions prescribed under WSH Regulations.
• Lead the Premise Management team to carry out Periodic inspection and report on essential maintenance and services are in place to support the operations. These includes essential services like security, depot buildings/facilities maintenance, cleaning, waste disposal, recycling, etc.
• Work of contractor in depot following safety and operation procedures

• Recommend house keeping and pro-active hazards identification in depot
• Plan and coordinate the allocation and utilization of space and resources within designated premises. This includes road traffic management.
• Provide regular updates and reports on the premises management
• Participate in plans by specialized Department to reduce environment footprints of the designated premises
• Responds to calls related to Depot after office hours, weekends and PH

Qualifications & Work Experience

• Bachelor’s Degree in Facilities Management, Building Service Engineering or relevant
• Possess a Senior Fire Safety Manager Certificate and have good knowledge of Workplace Safety and Health
• Well verse in general building/facilities maintenance including soft services
• At least 5 years of working experience in the related field
