Section Manager
Job Purpose
Manage and supervise a team comprising of Executive Engineer, Engineering Maintenance Managers, Assistant Engineers, and Technical Officers in the maintenance on Communication Systems. He also contributes to KAIZEN workflow improvements to enhance the reliability of the Communication systems, as well as guiding the team and ensuring the work quality and safety of external contractors and/or stakeholders.
He demonstrates team leadership skills, ensures the maintenance work is carried out in a safe and orderly manner, as well as contributing to the team’s performance in achieving established Key Performance Indicators (KPIs).
Responsibilities
1) To manage and supervise a team comprising of Manager, Executive Engineer, Engineering Maintenance Managers, Assistant Engineers and Technical officers in the maintenance of the Communication systems in the station and depots
2) To manage the daily maintenance activities of COM system equipment
3) To manage staff performance and developing staff to be competent in their work.
4) To manage resources to be used efficiently and effectively.
5) To co-ordinate and carry out purchase requisition and inventory management of tools, equipment, spares, and materials.
6) To conduct Process audit inspection and safety inspection.
7) To review COM Quality Procedures and Work specifications.
8) To prepare yearly budgetary estimate and justification for any purchase requisition for the section.
9) To response to RIMP to set up the emergency communication at site and recovery of COM equipment
10) To plan and co-ordinate the training of new staff.
11) To review technical manuals submitted by contractors.
12) To be responsible for the general house-keeping, safety and security of the COM equipment room.
13) To update drawings, diagrams and manuals.
14) To provide maintenance support in major fault-finding and investigation.
15) To compile fault statistics related to maintenance work.
16) To co-ordinate the condemnation of unusable/obsolete COM equipment.
17) To oversee the review of Work Instructions to ensure technical relevancy and compliance to quality, safety and rail regulatory standards.
18) Assist BM in audit requirements, assessment, proper follow-up actions, to ensure safety, security, quality compliance and promote safety awareness.
19) To co-ordinate the supervision of works carried out by LTA, MHA, Telcos or SMRT contractors.
20) To conduct Competency Building Training such as Continuous Technical Learning (CTL) and Table Top Exercise (TTX) to S&C Maintenance Team and OCC Team to build up their engineering capability and ensure their competency level is maintained and up to date
21) To review Work Instructions (WI) when necessary to enhance system failure troubleshooting process and response time.
22) Carry out any other tasks as and when assigned and directed by Supervisors
Qualifications & Work Experience
• Degree in Electrical, Electronics, Computer Engineering, or Railway or relevant
• 5 to 8 years Electrical, Electronics, Computer Engineering or Railway related work experience is preferred
• Well trained in problem solving and crisis management.
• Applicants should be able to work independently.
• Ability to identify colours.
• Vaccination for essential frontline workers because work must be performed on-site and involve being in close proximity to co-workers.
