Section Manager
Job Purpose
The Section Manager leads cross-functional teams in maintenance works involving the signalling system and platform screen doors. He possess extensive technical knowledge in railway signalling and facilitates the implementation of organizational maintenance regimes and continuous improvement initiatives. He also applies his engineering expertise in providing advice on engineering studies, as well as engagement and management of external contractors to ensure achievement of operating requirements and quality work standards.
He is a good communicator and applies his leadership and managerial skills to fulfill the department’s operational responsibilities.
Responsibilities
- To provide technical advice and participate in complex trackside CM activities including fault troubleshooting, rectification and testing
- Support in engineering study, reliability trending failure and analysis on the signalling system to propose reliability enhancement initiatives
- To develop and enhance maintenance readiness and capability by improving fault response procedures, refining spares allocation and inducting new maintenance technologies.
- To prioritize and de-conflict manpower requirements and resource allocation to achieve established KPI.
- To oversee the review of Work Instructions to ensure technical relevancy and compliance to quality, safety and rail regulatory standards.
- To forecast maintenance requirements, prepare budget projection, and secure funding for high value works.
- Preparation AFM document for simple modification works to ensure they are carried out in accordance to SMRT’s requirement
- Coordinate with various stakeholders and LTA for site inspection, Factory Acceptance Test (FAT), System Acceptance Test (SAT) and Handover Inspections (HOI)
- Coordinate with LTA and Project Team to ensure project documents, training, O&M manuals and drawings are updated before handing over to Maintenance
- Coordinate and supervise all workplace continuous improvement programs to streamline processes and minimize wastage
- To lead and mentor a team of Engineers, Assistant Engineers and Technical Officers to build a high performing and disciplined maintenance outfit
- Carry out administrative duties or any tasks as assigned by the management
Qualifications & Work Experience
- Degree in Engineering with at least 5 years of supervisory or managerial experience in railway operation / maintenance.
- Working experience in railway Signaling and Communications systems is preferred.
