Senior / Learning Solutionist (Contract)
Job Purpose
The Learning Solutionist is the primary point of contact for all training and learning-related matters of internal stakeholder(s) under his/her charge.
Responsibilities
1. Collaborate with specialist teams within SMRT’s training ecosystem to ensure consistent and systematic training/learning-related support to the business.
2. Conduct workplace performance diagnosis
a) Engage key stakeholders (competency owners or people managers) to understand their overall business and performance objectives
b) Facilitate job task & learning needs analysis
c) Establish skills, competencies and corresponding proficiency levels
d) Identify learning gaps and opportunities
3. Design learning solutions and interventions, in consultation with Competency Owners
a) Determine appropriate learning delivery mode to achieve the learning objectives
b) Identify potential learning technologies and systems (e.g. workplace learning) to support implementation of learning solutions and interventions
c) Oversee development of methods and materials to assess and competence
4. Drive implementation of learning solutions and interventions, with support of specialists comprising Curriculum Designers, Learning Technology Designers, Learning Analytics and Learning Operations
a) Develop implementation and communication plans for proposed learning solutions and interventions
b) Manage issues which arise during the implementation of learning solutions and interventions
c) Implement learner and performance assessment methods and materials during the implementation of learning solutions and interventions
5. Evaluate impact and effectiveness of learning solutions and interventions
a) Conduct assessments to measure learner progress and performance
b) Review feedback from learners and stakeholder on the impact and effectiveness of learning solutions and interventions
c) Communicate outcomes and long-term recommendations to stakeholders

Qualifications & Work Experience
• Degree in any discipline with minimum 3 years of relevant work experience in learning and development role.
• DACE-certified or equivalent qualification, with good knowledge of SkillsFuture initiatives and Skills Frameworks.
• Experience in instructional design process with working knowledge of adult learning concepts and techniques.
Skills
Technical skills include:
• Familiarity with various training models such as online, blended, workplace learning and community of practice models.
• Good knowledge in Skills framework, with preferred experience in WSQ/Skills Framework courseware development and accreditation.
• Familiarity with issues pertaining to copyright regulations in curriculum
• Knowledgeable in Kaizen, Project Management and Design Thinking.
