Senior Manager, HRBP Rail

Job Purpose

Partner business leaders to develop and implement people strategies that support organisational effectiveness, workforce sustainability and business performance across the Rail Maintenance Group (RMG) and Rail Plans Group (RPG). Work closely with HR Centres of Excellence and business stakeholders to deliver strategic and operational HR solutions aligned with organisational objectives. Provide leadership to the HRBP team supporting the assigned business groups and drive consistent, high-quality HR partnership across the portfolio.

Responsibilities

1. Partner business leaders to develop and implement people strategies aligned with business priorities, organisational transformation and workforce requirements.
2. Provide strategic advice and guidance on organisation design, workforce planning, manpower optimisation, succession planning, talent management and organisational development initiatives.
3. Partner business leaders to oversee manpower planning, establishment management and recruitment strategies to ensure business units are adequately resourced while maintaining manpower governance and approved headcount.
4. Drive annual people processes including performance management, talent reviews, succession planning, salary exercises, promotion reviews and workforce planning across the supported business groups.
5. Manage complex employee relations matters, disciplinary cases, grievances, investigations and performance issues, working closely with management, Employee Relations and other HR Centres of Excellence where appropriate.
6. Build strong partnerships with business leaders, unions and key stakeholders to foster positive employee relations and proactively address workforce issues.
7. Analyse workforce trends, manpower data and people metrics to support business decision-making and provide insights to management.
8. Lead or support organisational change, restructuring and business transformation initiatives, including stakeholder engagement and change management activities.
9. Ensure compliance with employment legislation, HR policies, governance requirements and audit standards across the supported business units.
10. Partner HR Centres of Excellence, including Talent Acquisition, Learning & Development, Rewards, Employee Relations and HR Operations, to deliver integrated HR solutions.
11. Drive continuous improvement of HR processes, systems and service delivery to enhance operational efficiency and employee experience.
12. Lead or participate in strategic HR and corporate projects as assigned.
13. Lead, coach and develop the HRBP team supporting the assigned business groups, providing direction, guidance and oversight to ensure consistent, high-quality HR partnership and service delivery.

Qualifications & Work Experience

• Degree in Human Resource Management, Business or a related discipline. 
• Preferably 10-12 years of progressive HR experience, with significant HR Business Partnering experience. 
• At least 3 years of people management experience leading HR teams. 
• Experience partnering senior business leaders in a large, unionised and operations-intensive environment would be advantageous.

• Good understanding of Singapore employment legislation and HR best practices. 
• Strong analytical, problem-solving and decision-making skills. 
• Ability to translate people insights and workforce data into practical business solutions. 
• Good organisational, project management and change management skills. 
• Excellent interpersonal, communication and presentation skills. 
• Ability to manage multiple priorities and work effectively in a dynamic, fast-paced environment. 
• Proficient in Microsoft Office applications, particularly Excel and PowerPoint. 
• Familiarity with SAP SuccessFactors or other HR Information Systems would be advantageous.
