Senior/Executive, Plans & Admin

Job Purpose

The role is responsible for managing and overseeing BPLRT’s financial and resource planning, including budgeting and cost control. The position also involves coordinating workplans, leading Kaizen initiatives, managing key and risk registers, ensuring environmental sustainability, and overseeing training and administrative functions. This individual will play a key role in supporting BPLRT's operations and fostering continuous improvement across departments.
 

Responsibilities

1. Finance & Resource Management
• Lead the budgeting process for BPLRT Cost Centers, including preparing and submitting the Financial Year Budgets, monitoring monthly budget performance, and preparing variance reports.
• Act as the Cost Center Manager for BPLRT Admin, overseeing the budgeting and purchasing of expenses under the BPLRT Admin budget.
• Oversee the annual verification of fixed assets within BPLRT Admin and support BPLRT Cost Centers with fixed asset management, including write-offs and asset movements.

 

2. Workplan
• Consolidate the annual workplans from various BPLRT departments, monitor progress, and prepare workplan updates for presentation to Senior Management.

 

3. Kaizen Representative
• Review and evaluate Kaizen project submissions from all BPLRT teams, including hard and soft savings reports.
• Develop and implement a Kaizen workplan for BPLRT to meet savings targets and achieve 100% participation.

 

4. Training Manager
• Organize and document monthly Training Competency Management meetings, ensuring accurate meeting minutes are maintained.
• Develop and manage the Training Power BI Dashboard, ensuring its continual improvement and accuracy.
• Oversee BPLRT’s training operations, including course registrations, monitoring training hours across departments, and helping with training-related inquiries.
• Plan and consolidate the annual training budget for BPLRT departments.
• Approve external training nominations for staff attending externally sourced courses.
• Serve as the liaison between SMRTi and BPLRT for all training matters.

 

5. Key Management
• Serve as the Key Contact Officer (KCO), responsible for managing BPLRT keys, including registration, issuance, replacement, and return of keys to staff, as well as electronic keypresses for depot, stations, and trains.

 

6. Environmental Sustainability and Governance Representative
• Approve and verify the accuracy of BPLRT’s water consumption data for stations.
• Monitor printing rates and provide updates to the Line Head. Collaborate with P&D to develop initiatives for reducing paper usage.
• Coordinate Business Continuity Management (BCM), Control Self-Assessment (CSA), and the BPLRT Hazard Log review process

 

7. Risk Registers
• Oversee the Risk Registers (RR) process, ensuring regular reviews by each RR owner and timely updates to the registers.
• Prepare and present the semi-annual BPLRT RR updates to senior management and represent BPLRT during ad-hoc reviews of Top Train Risks.

 

8. SharePoint Admin
• Manage the BPLRT Knowledge Management SharePoint folders, ensuring proper storage and control of BPLRT documents.

 

9. Administrative Matters
• Manage user access to the BPLRT Adobe Account, ensuring only approved staff have access.
• Coordinate a wide range of administrative tasks for BPLRT, including maintenance of vehicles, duty mobile phones, office maintenance, and renovations of office furniture.
• Liaise with HR on employee matters and assist staff with HR-related inquiries.
• Organize welfare events and serve as the point of contact for visits by both internal and external parties.
• Provide comprehensive administrative support to the Head of BPLRT and other BPLRT branches.

Qualifications & Work Experience

Qualifications include Minimum of a bachelor’s degree in any discipline.

Skills

Technical skills include:
• Proficiency in Microsoft Office (Word, Excel, PowerPoint)
• Data analysis, with the ability to create actionable insights using Excel and Power BI
