Technical Officer, Permanent-Way
Job Purpose
The Permanent Way (PWAY) job scope shall include Preventive (PM) and Corrective (CM) Maintenance for all STEL’s mainline and depot tracks, third rails, track beds, tunnels, drainage sump pits, cable troughs, walkways and the associated peripherals.
The specialized PM and CM works will be carried out by the in-house teams, while other non-specialized manual tasks such as cleaning of drainage, sump pits, waste water disposal, etc will be outsourced. The teams shall manage and administrate these contracts, supervise the in-house teams and Contractors’ workers performing the physical works.
Technical Officer (TO) shall carry out the PM and CM works and supervision of the Contractors’ Supervisors / Workers for outsource works. TO shall be responsible and accountable for his / her works and the Contractors’ works. All works shall be carried out in accordance with the relevant Quality Procedures, Maintenance Manuals, Work Instructions, Work Safety Procedures, LTA requirements, Railway Operation procedures and Contracts Specification (for outsource work). All tracks, tunnels and the associated peripherals shall be effectively and efficiently maintained at all times to the required operational, reliable and safe standards to achieve the key objectives of the Branch.
Responsibilities
- Maintain the MRT tracks, third rails, tunnels and the associated peripherals to fulfil the LTA Licence of Operating Agreement (LOA), Code of Practice CP 2 and the Maintenance Manuals. Ensure the safety and integrity of the MRT tracks, third rail, tunnels and the associated peripherals by planning, monitoring, reviewing and ensuring all PM and CM works, inspections, ad hoc projects are carried out on time in accordance with the approved Maintenance Plan.
- Responsible for the PWAY maintenance teams and the Contractors for outsource works under his / her charge.
- Carry out the day-to-day maintenance works and supervise the Contractors’ activities for outsource works.
- Responsibility for the PM, CM, modification / upgrade and repair works of the mainline and depot tracks, third rails, tunnels and the associated peripherals in compliance with relevant work instructions / procedures, maintenance manuals and LTA Code of Practice CP 2.
- Ensure that the latest version of work instructions / procedures, risk assessment, Operations Circulars and Investigation recommendations are implemented.
- Meet the set KPIs and maintain high level of productivity and quality.
- Attend daily Tool Box meeting conducted by AE.
- Attend regular safety inspection / audit at worksites with AE or EMM to ensure safety procedures are complied with.
- Regularly review the requirement of maintenance tools, equipment, spares and if needed, inform AE or EMM for procurement in a timely manner.
- Assist AE or EMM to conduct incident/accident investigation and draft preliminary report.
- Conduct annual individual goals setting.
- Participate in the inspection of new STEL’s mainline / depot tracks, third rails, tunnel and the associated peripherals for defects punch-listing and review of the defects punch-list to ensure timely rectification by LTA / Contractors.
- Check and review the teams and Contractors monthly works progress to ensure there is no delay, if required surface up to AE.
- Submit daily report to AE and close work orders.
- Comply with all Human Resource Administration Procedures regarding application of leaves, overtime claims, transport claim, shift allowance, etc.
Qualifications & Work Experience

3 GCE ‘O’ level passes / 3 GCE ‘N’ level passes with Nitec / NTC 3 / Higher Nitec

Minimum 2 years of supervisory experience preferably in the area of track work construction / maintenance.
