Track Access Manager, Control Ops


Job Purpose

  • This position reports to the Senior Manager, Track Access Management Office (TAMO) and involves planning and allocation of Track Access/Possession to maximize track usage. You will lead and provide guidance to the Train Access Controllers in the Operations Control Centre, as well as ensuring compliance of rule and procedures in the delivery of track access management during non-traffic hours to ensure safety when accessing on to the track.


General Administration

  • Prepare duty rosters and arrange duty coverage for staff on leaves and verify overtime
  • Carry out staff performance appraisal.
  • Conduct staff dialogue session to improve performance and maintain staff discipline.  
  • Conduct and arrange training to sustain staff competency
  • Conduct checks and audit on records/documents  are properly completed


Planning and Control of Track Access/Possession

  • Review the track access plan and allocation scheduled on the Track Access Management   System (TAMS).
  • Deal with ‘Late request/Urgent request’ submitted in the TAMS and make recommendation to Director Control Operations for approval  


Track Access Delivery

  • Supervise a team of Track Access Controllers (TAC) in the day-to-day track access during non-traffic hours in the OCC.
  • Monitor the clearance for track access to ensure it is safe for work parties to access track during non-Traffic Hours 
  • Ensure that TACs comply with Rule Book procedures and Work Instructions in the delivery of track access during non-traffic hours 
  • Liaise closely with ETB on readiness of engineer consist and monitor the actual departure time of each consist from the depot to the booking-in station  
  • Report on incidents/delays relating to track access to the duty Chief Controller.
  • Arbitrate any disputes between Work party and Station staff and if necessary make a final decision on track access without compromising safety. 
  • Ensure that staff attends training courses, and conduct briefing on Operations circulars/Work Instructions/Safety procedures to sustain staff competency.

Qualifications & Work Experience

  • Degree and/or Diploma with Engineering background 
  • Relevant working experience in supervision,  planning, tracking, analysis of trend, and reports writing
  • Able to work on rotating shift (afternoon and night shift)
